The New 2024 Officers Are Named for the Tampa Bay Regional Planning Council

The Tampa Bay Regional Planning Council (TBRPC) elected new board officers for 2024 at its meeting on December 11, 2023. The leadership reflects many years of combined public service to the citizens of Tampa Bay.

City of Largo Mayor Woody Brown is the new Chair of the Tampa Bay Regional Planning Council board. City of Dunedin Vice Mayor Maureen “Moe” Freaney is Vice Chair and Pinellas County Commissioner Rene Flowers is Secretary/Treasurer.

Mayor Woody Brown, Chair

Largo Mayor Woody Brown was first elected as Largo Commissioner in 2007, then Mayor in 2014. He has been involved with the Tampa Bay Regional Planning Council since 2012, and he previously served as Chair of the Council in 2016. He currently serves as Chair of the TBRPC Executive Budget Committee. vice chair of the Council’s Agency on Bay Management, which is focused on the protection and management of the Tampa Bay estuary.

Vice Mayor Maureen “Moe” Freaney, Vice Chair

City of Dunedin Vice Mayor Moe Freaney has served Dunedin for more than three years as a City Commissioner and was elected Vice Mayor in late 2023. Vice Mayor Freaney is Vice Chair of the TBRPC Executive Budget Committee and is a member of the TBRPC Resiliency Coalition. She has more than 31 years of professional public experience in Dunedin and Pinellas County.

Commissioner Rene Flowers, Secretary/Treasurer

Pinellas County Commissioner, Rene Flowers serves the citizens of District 7 and has a long history of public service. Commissioner Flowers served on the St. Petersburg City Council as well as the Pinellas County School Board. Commissioner Flowers is Secretary/ Treasurer of the TBRPC Executive Budget Committee and is a member of the TBRPC Resiliency Coalition.

Councilwoman Brandi Gabbard, Past Chair

St. Petersburg City Council Past Chair Brandi Gabbard has been involved with the Tampa Bay Regional Planning Council since 2018. Councilwoman Gabbard is a member of the TBRPC Executive Budget Committee and serves as Vice Chair of the TBRPC Tampa Bay Regional Resiliency Coalition.
