The New 2026 Officers Are Named for the Tampa Bay Regional Planning Council

The Tampa Bay Regional Planning Council (TBRPC) elected new board officers for 2026 at its meeting on December 8, 2025. The leadership reflects many years of combined public service to the citizens of Tampa Bay.

Pinellas County Commissioner René Flowers is the new Chair of the Tampa Bay Regional Planning Council board. Citrus County Commissioner Rebecca Bays is Vice Chair and City of Bradenton Councilwoman Lisa Gonzalez Moore is Secretary/Treasurer.

Commissioner René Flowers, Chair

Pinellas County Commissioner René Flowers serves the citizens of District 7 and has a long history of public service. Commissioner Flowers served on the St. Petersburg City Council as well as the Pinellas County School Board. Commissioner Flowers is the Chair of the TBRPC Executive Budget Committee and a member of the TBRPC Resiliency Coalition.

Commissioner Rebecca Bays, Vice Chair

Citrus County Commissioner, Rebecca Bays started serving her community in 2010 and has been involved in various non-profit organizations during her career. Commissioner Bays is a member of the TBRPC Executive Budget Committee and the TBRPC Resiliency Coalition.

Councilwoman Lisa Gonzalez Moore, Secretary/Treasurer

City of Bradenton Councilwoman Lisa Gonzalez Moore is serving her first term as the City Council representative for Ward Four. Councilwoman Moore has served the community as a board member for Legal Aid of Manasota and has served in leadership roles for numerous legal industry and local non-profits, including the Manatee County Library Foundation board, the Bishop Museum Gala planning committee, among others. Councilwoman Moore is a member of the TBRPC Executive Budget Committee and the TBRPC Resiliency Coalition.

Mayor Maureen “Moe” Freaney, Past Chair

City of Dunedin Mayor Moe Freaney has served Dunedin for more than four years as a City Commissioner, Vice Mayor, and was elected Mayor in late 2024. She has more than 31 years of professional public experience in Dunedin and Pinellas County. Mayor Freaney is a member of the TBRPC Resiliency Coalition.
