The Tampa Bay Regional Planning Council (TBRPC) elected new board officers for 2025 at its meeting on December 9, 2024. The leadership reflects many years of combined public service to the citizens of Tampa Bay.
City of Dunedin Mayor Maureen “Moe” Freaney is the new Chair of the Tampa Bay Regional Planning Council board. Pinellas County Commissioner René Flowers is Vice Chair and Citrus County Commissioner Rebecca Bays is Secretary/Treasurer.
Mayor Maureen “Moe” Freaney, Chair
City of Dunedin Mayor Moe Freaney has served Dunedin for more than four years as a City Commissioner, Vice Mayor, and was elected Mayor in late 2024. Mayor Freaney is Vice Chair of the TBRPC Executive Budget Committee and is a member of the TBRPC Resiliency Coalition. She has more than 31 years of professional public experience in Dunedin and Pinellas County.
Commissioner René Flowers, Vice Chair
Pinellas County Commissioner, René Flowers serves the citizens of District 7 and has a long history of public service. Commissioner Flowers served on the St. Petersburg City Council as well as the Pinellas County School Board. Commissioner Flowers is Secretary/ Treasurer of the TBRPC Executive Budget Committee and is a member of the TBRPC Resiliency Coalition.
Commissioner Rebecca Bays, Secretary/Treasurer
Citrus County Commissioner, Rebecca Bays started serving her community in 2010 and has been involved in various non-profit organizations during her career. Commissioner Bays is a member of the TBRPC Executive Budget Committee and the TBRPC Resiliency Coalition.
Mayor Woody Brown, Past Chair
Largo Mayor Woody Brown was first elected as Largo Commissioner in 2007, then Mayor in 2014. He has been involved with the Tampa Bay Regional Planning Council since 2012, and he previously served as Chair of the Council in 2016. He currently serves as Chair of the TBRPC Executive Budget Committee and Vice Chair of the Council’s Agency on Bay Management, which is focused on the protection and management of the Tampa Bay estuary.
